Titles and Duties (all replies in PM please)

This thread shall stipulate the titles and responsibilities of all officers of this city. Any questions or concerns about the division of responsibility and power should be directed to all three of us in a private message, so that we can clarify as necessary without unnecessary clutter on this thread. I would appreciate it also if our administrator will set this thread so that it remains at the top of this page.

All city officers have the following privileges:

• They retain the right to lead their clans as Elders.
  
• They retain the right to serve the city in any non-officer position.
  
• They may not suffer the blood hunt unless all other officers of the city deem it necessary.
  
• The office brings with it no less than, and no more than, three permanent status traits.
  
• Each officer may grant and/or remove one status trait other than Acknowledged from any given member of this city, during the span of two months. Each time they do this, it requires them to invest some part of their own status in that action, limiting how many kindred they may affect in a single night.

The title of Arbiter shall belong to Marius until such time as all officers of this city agree to relinquish their titles.

The Arbiter shall guide the city by setting expectations, crafting edicts and making decrees as necessary to provide for the perpetuation and growth of the vampiric population of Greater Sacramento. These powers shall be limited only by the other officers of this city as described below. Those who defy the Arbiter's wishes may suffer the blood hunt or any lesser punishment.

The Arbiter has the authority to call the blood hunt, and shall be the sole individual who can lift a blood hunt. The Arbiter shall be the sole individual that can remove the Acknowledged trait from a kindred.

The Arbiter may grant the status of Diplomat to any kindred entering the city. This status confers no privileges of domain or immunity from transgression and may revoked only by the Arbiter. Any Kindred with Diplomat status is to be considered Acknowledged in all other ways.

The Arbiter may choose to appoint an individual to carry out his instructions in his absence, that individual shall be known as the Arbiter's Advocate and will be granted the status of Exalted until the Arbiter rescinds that position. Advocates shall not possess the authority to contradict the Arbiter's will, only to speak for him. Advocates shall not be considered officers of the city.

The Arbiter shall possess the status traits of Well-known, Exalted and Just.

The title of Protector shall belong to Patrick Connely until such time as all officers of this city agree to relinquish their titles. The powers of the Protector shall not be infringed upon by any officer of the city, including the Arbiter.

It shall be the Protector's sole discretion who shall possess which domains. He may grant or alter domains anywhere within the boundaries of Sacramento county. If any kindred trespasses in the domains he has delineated, he may call the blood hunt against that kindred.

The Protector is responsible for organizing and conducting a defense of the city and may conscript others to serve in that defense. Failure to serve will be grounds for a reduction in size of domain.

The Protector may appoint a Governor for each clan. These Governors will receive clan domains as the Protector describes them. If the Protector feels that the Governor has shown himself incapable of defending that domain, then he may appoint another member of this city as Governor of that domain. A Governor gains the status trait: Revered, unless the Governor already possesses this trait as Elder or as Governor of another domain. Governors shall not be considered officers of the city.

The Protector may appoint any location to be Elysium for any duration. He may appoint any individual to oversee that Elysium as Keeper. A Keeper will receive the positional status trait of Honorable, until the Protector rescinds that position. Keepers are not considered officers of the city.

The Protector shall possess the status traits of Well-known, Exalted and Feared.

The title of Warden shall belong to Raven Blackthorn until such time as all officers of this city relinquish their titles. The powers of the Warden shall not be infringed upon by any other officer of this city, including the Arbiter.

It shall be in the Warden's sole discretion whether or not any member of this city will be given permission to embrace. It shall be in the Warden's sole discretion whether or not any kindred entering this city will be given the Acknowledged status trait.

The Warden shall be responsible for maintaining an accurate census of our kind. None shall inhibit him from taking this census. He shall have the right of destruction over unacknowledged kindred and he may call the bloodhunt against those that have infringed upon his privileges.

The Warden may appoint Deputies to perform his census. These deputies shall have the status trait Watchful until such time as the Warden rescinds their position. Deputies shall not be considered officers of the city.

The Warden shall possess the status traits of Well-known, Exalted and Watchful.

In the case of any city officer being slain the powers of that officer revert to the Arbiter for one month. After one month, the council may appoint a member of the city to that position and the Arbiter will assign to that individual the same powers as were possessed by the previous occupant of that position. If, after two months, the council has not appointed a member of the city to that position, then the Arbiter may appoint one himself. In the case of the death of the Arbiter, the city officers will unanimously appoint one themselves.

In order to replace the title holder of any city officer, or to create a new city officer position the city officers will do the following:

1. All current city officers must abdicate their position.

2. Any acknowledged member of the city may declare their candidacy for any one of these positions.

3. The council will appoint one of the candidates to each of these positions, starting with Arbiter. If the council cannot agree on a candidate for a position, then that position is deemed unnecessary and the powers therein revert to the Arbiter.

4. This post is updated to maintain the accuracy of titles, occupants and duties of the officers of this city.

A Blood Hunt must be announced either on these boards or at a public gathering in Elysium before a kindred is destroyed for it to be considered valid.

The position of Harpy has ever been the purview of the Elder Council and it exists and serves at their pleasure. It shall not be within the power of the officers of this city to limit the actions of the Harpy. This shall not be construed to imply that the city officers must agree with or aid the Harpy if they disagree with the Harpy's adjudication of status. The Harpy shall not be considered an officer of the city.

This charter shall be in effect once all current officers of the city have ratified it. Until that time, it is subject to review, and may be altered by the Arbiter at any city officer's request.
